For a number of years, there have been concerns that humour change negotiations will essentially ignore a unwrap principle of climate change negotiation frameworks: the common except differentiated responsibilities. This recognizes that historically:

This notion of climate justice is typically ignored by many wealthy nations and their mainstream media, making it easy to blame China, India and other developing countries, or gain credence in the false balancing billet that if they must be subject to emission lessenings then so must China and India. There may be a case for emerging nations to be subject to some reduction targets, but the burden of reductions must lie with industrialized countries.
